Fragility is a downside-risk composite, and every one of its five inputs is a transaction-level measure: how leveraged recent buyers are, how easily homes trade, how far asks sit above registered prices, how hot the market runs, and how much of the pipeline is unbuilt. All of it needs the ADREC registered-transaction feed.
A risk score assembled from anything softer would be worse than no score at all — people would act on it.
